2027 Primary One Registration and Housing: Why 1km Is Not the Whole Decision

Families sometimes build their housing search around the famous one-kilometre distance threshold. That single number does not by itself tell you how a primary school allocation will work.

What changes in the buying decision?

Check the Ministry of Education's applicable registration phases, distance measurement rules and prioritisation for the actual year, not an agent's outdated map. A new home that is just inside an indicative radius may still be unsuitable for the family because of commute, childcare, financing or the timing of official address registration. Evaluate school access alongside other schools rather than treating one choice as guaranteed. A near-school address may carry a market premium but should not undermine the broader household housing plan.

Questions worth answering

What is the current MOE rule for the intended intake year? Which registration phase does your child actually qualify for? Does the verified address and distance meet requirements on the relevant date?

The Rules Just Changed: 2027 P1 Registration. Is the “1km distance” strategy still your safest bet for popular schools? 🏫📉

  • **The 1km Anxiety:** For years, parents have paid massive premiums for properties within 1km of top schools, only to face heart-stopping balloting rounds. It feels like a gamble rather than a plan.
  • **Buying close isn’t always a guarantee:** If you have no prior links to the school (alumni, siblings), Phase 2C is your only hope. And historically, competition here is fierce.
  • **60 Places Now Secured:** Here is the good news: MOE is stepping in. Starting 2027, 60 places will be ring-fenced specifically for Phase 2C (up from the current 40). More access, less closed doors.
  • **The New 2-Track Scheme:** To improve access for families living further away, 12 popular schools will adopt a brand new split-track system.
  • **Equal Split, Fair Play:** All Phase 2C places at these 12 schools will be split 50/50. Track 1 for those within 2km. Track 2 for those beyond 2km. No home-school distance priority applies within either track.
  • **The 12 Schools:** ACS (Junior & Primary), CHIJ (Katong), MGS, Nanyang, Ngee Ann, Pei Hwa, RGPS, SCGS, St Margaret’s, Tanjong Katong, Tao Nan.
  • **Your Next Move:** If your child registers in 2027 or later, your property strategy needs to pivot. You now have a viable chance at top schools even if you live further away.

What is still uncertain?

The September 2026 social post discussed 2027 rule changes. Recheck the latest official MOE P1 website before representing the rules as current and never promise admission.

The sensible next step is to identify the specific unit, layout, asking price and financing or resale timeline before using any general market story to support a purchase decision. Plans and regulations may change after this article's review date.
