Should you avoid Plus and Prime BTO flats? Not always. They can be strong long-term homes. But if your family might upgrade, move closer to parents or need to rent out your entire home, you should compare the restrictions before applying.
1. Your 10-year MOP starts after getting the flat, not at the ballot.
HDB's Minimum Occupation Period starts from legal completion of the flat purchase, with certain periods of non-occupation excluded. Standard BTO flats typically have a 5-year MOP; new Plus and Prime flats have a 10-year MOP. You generally cannot sell or invest in private residential property before fulfilling the MOP, subject to HDB's prevailing rules.
2. Subsidy recovery is not a tax only on profits.
For the first owner who buys a Plus or Prime flat directly from HDB, subsidy recovery is calculated as a percentage of the resale price or HDB-assessed valuation, whichever is higher. The percentage varies by project and is announced at launch. It is not simply a percentage of capital gain.
Subsequent resale buyers of Plus/Prime flats do not pay this subsidy recovery when they later resell, but the other ownership and resale restrictions continue. The recovery may also be separate from any applicable resale levy on a second subsidised purchase.
3. What could subsidy recovery cost?

Illustrative subsidy recovery only. Uses your entered price as the higher of resale price/valuation; excludes outstanding loan, CPF refund, sale expenses and any applicable resale levy. Rates are historical examples, not confirmed for the November 2026 launch.
4. Resale conditions narrow the future buyer pool.
Plus and Prime resale flats have tighter buyer eligibility rules than unclassified and Standard resale flats, including income and family eligibility requirements. The 2026 family income ceiling for applicable new flats and Plus/Prime resale purchases rose to S$16,000, with project and household variations. This may constrain resale demand compared with a similar unrestricted resale flat. It does not, by itself, prove future price underperformance.
5. You cannot rent out the entire Plus or Prime flat.
Standard owners may qualify to rent their whole flat after MOP, subject to approval and conditions. Plus/Prime owners cannot rent the whole flat, even after the 10-year MOP. Eligible room rental may be permitted under HDB conditions.
6. What could you buy instead?
A 5-year MOP and no Plus/Prime subsidy recovery, but availability and location differ.
Earlier move-in potential, known block/unit, sometimes a wider resale market. Compare remaining lease and financing.
Different ownership and future-exit options for qualifying buyers, typically requiring a larger financing budget and different eligibility checks.
For example, a Caldecott BTO applicant could compare Toa Payoh/Bishan resale HDB; a Bayshore applicant could look at Bedok resale or nearby private homes; a Sembawang or Yishun applicant could compare mature resale blocks and eligible North-region EC options. Use the full BTO Scout to select a location and budget.
7. When Plus/Prime can still be the right choice
- You are committed to staying in that location for well over ten years after collection.
- Daily transport, school or caregiving needs justify the restrictions.
- Your household values the additional up-front subsidies more than whole-flat rental or earlier exit flexibility.
- You have a resilient financing plan, and future relocation risk is relatively low.
